Meeting called to order 0705.
Minutes of the 2006 Annual Meeting and 2007 NWOC were read and approved.
Treasurer's report read and approved. 2006 IRS tax was $435.31. Bank
balance as of July 26, 2007 is $16,838.83.
OLD BUSINESS: National Manual.
Drew Blahnick from RPA gave an overview of the lengthy, "National
Manual." Mike had put the beta copy of the manual on the internet
for discussion purposes. This manual was drawn from the T-34 manual, the
RPA manual, the USAF/USN training military manuals and many of the
signatory representatives gave input.
There was a rigorous discussion about the suitability of a universal
training manual and its applicability to all the different signatories.
Folded into that discussion was talk about the independence of FAST from
the FAA. T he FAA originally came to FAST to request that FAST provide
the expertise and use FAST training materials and evaluation standards
to credential pilots to fly in waivered airspace. Stoney voiced the
concern that we should continue to maintain our independence from the
FAA. Jim Tobul reviewed with the FAST board his thinking as a result of
his OSH/EAA warbird operators meeting with the FAA. Jim said the FAA is
more interested in seeing FAST create basic standards rather than a
detailed training
manual. Jim said the FAA will accept whatever FAST comes up with.
There then followed a discussion of the role that FAST should play in
creating training documents verses creating standards. A consensus was
reached to change the direction of FAST such that we would steer away
from trying to create a "one-size-fits-all training manual and,
instead, create a standards document. The signatories would then create
t heir own training manuals, tailored to their individual types of
planes, unique operating procedures and safety discipline.
Using this new approach FAST would create national standards comprised
of four parts:
1. Program standards (currently FAST Foundation and Principles)
2. Maneuvers guide
3. Communications (aircraft signals, hand signals and radio procedures)
4. Evaluation standards (practical test guides)
After more discussion motions were made to:
1. Remove the "National Manual" from the public website.
2. Communicate to the FAA that FAST will not produce a universal
training manual.
3. Each signatory to produce their own training manual to comply with
FAST standards.
Seconded and approved.
It was agreed that the signatories need applicable training documents
created in compliance with the soon-to-be-created FAST standards. The
FAST Panel will
publish the four-part standards document as noted above. Rick Siegfried
emphasized the need for the FAST documents to be living documents,
readily amendable to allow for
changes.

NEW BUSINESS:
Election of officers: Two year election cycle.
President, First Vice President, Sec-Treasurer volunteered to stay in
same positions.

Motion made by Blahnick to make it mandatory that the president of FAST
run website content decisions by the directors for approval prior to
posting.
